People Who will sign whatever is agreed on.  (We usually need about 14
months notice to schedule travel.)

Three copy-edit comments:

4. 8 'should' - this is a responsibility of ICANN - I think a better
verb would to be 'will' or 'must'

5. 3 change 'encourage' to 'encouraging'

6.3 ... when signed by all parties writing. ... Either party - if
there are only two parties then I suggest changing 'all' to 'both'  If
there are more than two parties, the word 'either' usually refers to
only two
