I am stating a view, not engaging in debate. I dont see a reason to state
the matter as you have. The percentage of Latino's in Chicago (for example)
dwarfs any other non-English linguistic-ethnic group. Would we send them
to LAC-RALO? I also dont think there needs to be further barrier to their
participation.
