If I understand your question correctly, the answer would be "neither."  The NARALO controls which languages we function in through our Operating Principals.  This is the reason for inserting Spanish into the OP.  Since we verbally agreed to stick with official languages only, we then must provide translations in English, French & Spanish.  It is then the Secretariat's function to ensure that they get translated - which ICANN (through Nick) has promised to do.
