[NA-Discuss] Global At-Large Summit

We had a meeting to sketch some things out with people from many regions,
while in PR.

The consensus is that to do it well, we need sufficient planning.

We have tentative agreement that we would formulate a collective request
that this occur at the meeting in Europe in 2008.
