I gather there has been some evidence in the past of ballot box stuffing. 
But to the extent that we work by rough consensus rather than voting, 
there's little incentive to do so.  Other than whatever happens to pick 
the ALAC members, the RALO is basically just going to be a mailing list, 
so if people want to join, they can join.
