In early March ICANN CEO Paul Twomey made the
following statement:  "There’s also no way that
registrants can measure the performance of registrars
in any independent comparative way. That should be
encouraged".

Has your organization considered launching a project
to measure registrar performance?  If so, I believe
that at-large funds could be expended on such an
initiative.  I would deem such a project to be in the
at-large interest and would be willing to assist in
any capacity.
