[NA-Discuss] NARALO 2015 CALL For Nominations for Various Elected/Selected Positions

The ALAC Chair has a (flexible) tradition of 
trying to stay out of the "politics" of 
selections, both for the ALAC and RALOs. I am 
going to violate it in this case, and will explain why.

NARALO has a sort of tradition of using the 
NomCom delegate as a staging area for volunteers 
to get actively involved with ICANN.  That is, we 
have taken people with relatively little active 
involvement and recommended to the ALAC that they 
become NomCom delegates. This is a sharp contract 
to what most other groups do - choose their 
NomCom delegates from among their most seasoned 
veterans - those very familiar with both the 
sending body and ICANN as well (politics and 
all!). And they often send the same person 
multiple times (of course factoring in the NomCom term limit rules).

This has several potential results:

- The person has a pretty steep learning curve 
related to ICANN overall and given that;
- Depending on the person's history, they may not 
have a strong background in At-Large in general 
(although generally a long-time background participant);
- They do not have a strong history of regular 
engagement with ALAC and often tend to 
"disappear" into the NomCom (and I am quoting a 
former NARALO NomCom delegate here!)

All of these can make the person less effective 
in their NomCom work and less effective in 
achieving good results from an At-Large perspective.

Given those issues, we have been REMARKABLY well 
served by our recent NARALO-recommended 
delegates, and nothing I am saying is a criticism of those people.

But I think that we need to re-think our methodology.

I would like to nominate Eduardo Diaz as our 
NomCom delegate. He has previously served on the 
NomCom for two years, and as a departing ALAC 
Member, has strong ties with ALAC and At-Large, 
and particularly NARALO. Overall, he has the 
history and perspective to be a very strong NomCom delegate.
