We  received  finally after months of followup with this organization Consumers
Council of Canada. It is based in Toronto, Canada
They have been doing some interesting research funded by CIRA

Consumers Council of CanadaDevelop practical guidelines for the display of
findable, usable and relevant online agreements (i.e., End User License
Agreement, Terms of Use/Service, Privacy Policy) to improve understanding
of increasingly important terms and conditions and privacy considerations
relevant to most Canadians, expanding the trust required for a healthy,
sustainable Internet environment.
