The CAP was indeed an important program for digital inclusion in Canada. I
wrote about it back in 2007 (chapter 3, co-authored with Christine
Desloges, "A experiência canadense de governo on-line e programas de
inclusão digital" pp 58-86 in e-Desenvolvimento no Brasil e no Mundo: São
Caetano do Sul, SP: Yendis, 2007).

Based on what Glenn says here, I would certainly support the application.
Is there a document being circulated?
