Eric,

I personally find your wording confusing:  "the regional Chair instructs the regionally elected  member(s) to the Executive of the At Large Advisory Committee to inform the Executive that a decision has been made."  What does this even mean?  Our regionally elected member(s) are not necessarily on the Executive of the ALAC.  What we are attempting to accomplish is to request ALAC that they back something or other.  How is your wording accomplishing that?  Also, as Evan has already pointed out, it doesn't have to be our elected ALAC reps that take this forward - it can be anybody.  Therefore, the broader wording achieves that.

Also, nobody is suggesting "wash, lather, repeat without effect".  If we put in a request that the ALAC back something and they vote "no", then we need to go back to the drawing board and decide what we want to do.  Do we want to put forward a statement on our own?  Or do something else completely?

Nothing that was on the list previously precludes voting.  As per our Operating Procedures, the Chair can call for a vote at any time that he wants if consensus is not being reached.  I can reword it to state "group decision", dropping the word consensus if you would like.

I have no idea what you mean by, "(b) substitutes the rights and responsibilities of any member elected 
from the region to "inform" for the Chair-to-Chair courtesy".

As for (c) we are not "assuming" any outcome.  The Executive has nothing to do with this process.  This process is to request that ALAC do something.  If they do, great.  If they do not, we need to re-evaluate.  It really is that simple.

As Even's already pointed out, a referal of "pre-registration" to ALAC
is a waste of time. There's not a lot to be gained by "wash, lather, repeat
without effect".

So for the purposes of discussion on the list I propose that #2 be changed
as follows:

Old:

New:
> 2. Once a decison is achieved according to the NARALO Operating Procedures,

This change (a) allows "voting" to be the possible means of deciding any
particular policy issue, and so will not fail if voting is adopted as a 
decision making mechanism, for failure to be a "consensus" decision. It
also (b) substitutes the rights and responsibilities of any member elected 
from the region to "inform" for the Chair-to-Chair courtesy. It also (c)
does not assume that informing the Executive will have any outcome, as such
an assumption is beyond the control of the regional organization.
