<div>adding to Carlos Vera's and Carlos Raul Gutierrez's expressions of support for accepting ISOC RD's application as an ALS, we find that the organization fulfills the conditions that follow:</div>
<div><br>
</div>
<div>1. Connection to at large Internet users: members of ISOC RD have a long-standing activity in different fields that gives them the opportunity to sense the interests of Internet users and the principles that guide them. Some of this is through direct contact
in grassroots work, some as officials with policy direction and in cosntant work on statistical information and the evaluation of policy and their impact. </div>

<div>2. Internal working. The membership of ISOC RD is diverse and endowed with experienced leadership. There are exchanges of views and consultations that make the whole organization work together.</div>
<div><br>
</div>
<div>3. ICANN relevance. Members of ISOC RD have been active in the fields related to ICANN since the earliest times of ICANN. Some of them are also active in the IETF realm, some have had contact through the GAC, etc., so their knowledge of Internet governance
and ICANN is outstanding. </div>
<div><br>
</div>
<div>We believe that these three standards should apply to all ALS and be tested explicitly. There has been some general consensus around this in the past and one day in the future we should go back to this issue as well.</div>
