>From my view, Carlton raised an interesting point alerting, as truth, that once we start the rotation process, stop it will certainly prejudice some sub regions, no matter which. 

As such, in this point I totally agree with Carlton that once starts it is done.

By the other way, we need to respect our principles of community participation. 

My propose to allow us to proceed, respecting the community, is the following:

a.	Let’s write a clear additive to our Rules of Procedure in force, to build a legal base. 
b.	With this in hand, let’s send a written - clear and transparent - explanation of all process that brought us here, back to mediation agreement, Operative Principles,  rotation sequence agreement and the election for 2019 and let’s ask LACRALO community  just to vote Yes or No. 
c.	Once we have the votes – majority wins and we proceed from there. 

If we have an agreement here, I can offer to write a draft of this additive and other native colleagues will correct both text and we will draft a clear statement of the whole process asking the staff to proceed to a web poll.

Once it is done, we can ask for candidates to present themselves and the election will follow its process as normally.

Hi Sergio:

There appears to be a misunderstanding so let me re-emphasize.

If the proposal is accepted, it is the entirety of the proposal thatise, not parts of it. 

My #1 says the the rotation principle is operationalized starting 2019. That is, the only element missing is the formal recording in the successor RoP.

My #2 adopted the structure  of the region in  sub-region format by simply labeling the collection of countries assigned for each sub-region. The sub-regions were established at Puerto Rico.

My #3 laid out the order of the rotation.

All the RoP will do is to formally adopt and maybe, extend the details.

Unless we wish to undermine the rotation principle in action, the labels and order of rotation are immutable.

That is to say, they may not be changed without damage to the effect of the rotation principle.

Dear colleagues, as you know, we have an electoral process ahead of us.
Most regions have already started this and some have already completed it.
In the governance group, different meetings have been held in order to reach agreement on how the electoral process will be and we have reached an agreement by consensus in the last meeting.
This would be the method of rotation and positions to be chosen by LACRALO for this election, the methodological formula of definitive rotation of positions will be put in writing in our new rules of procedure.
the positions to choose and the subregions for each of them would be like this.

President MERCOSUR (SUBREGION D)
Vice President CENTRAL AMERICA (SUBREGION A)
Secretary ANDES (SUBREGION B)
Vice Secretary CARIBBEAN (SUBREGION C)
ALAC Member MERCOSUR -Excluded Argentina- (SUBREGION D)
Member of the Caribbean NomCom (SUBREGION C)

In cases where there is only one candidate at any time, consider the candidate chosen by acclamation and without further need of a vote.

We put this proposal to the consideration of the region, I will give precise instructions to the staff, so that I put to vote this so that it is approved by the region and we put the electoral process in motion.
