[lac-discuss-es] Voto ALAC sobre KSK

Entonces el tema de las ALs está incluido.   Ese problema estaría
resuelto.   Solo queda por resolver el problema de lograr mayor
participación de la ALs, que es de mas largo plazo pero hay que enfocar.
