I added my rationale together with my position against the ⅔ because as
Evan also put the GNSO policy deserves the super majority  because is a
bottom up process with the work of whole community while GAC’s is a closed
process and several times, when countries has nothing really against a
specific position  they agree politely with a few and then they reach
consensus. 
The way it is result in a more balanced condition. If GAC comes with a
position without relevance as happened in the newgTLD just because some
countries were against and other just support politely,  then we shall
make it easier to not accept.
