>From my point of view I believe once Josemis competing to reelection he nees to step down, a vice chair or other person shall conduct the election. It is a gormality that is releevant to the transparnce of the process. I understand the candidate can not call or oversee its own election, it is a matter of principle, just that. The majority of our countries Constitutions demands such independence. 
The rules are supposing a general election. Any election where the cnadidate is in the position of command needs to select someone to conduct the process, just that.
