atención a lo siguiente:

1. Olivier equivoca el significado de las siglas WCIT. Hay dos eventos con las mismas siglas. WCIT, World Congress on Information Technology, es un evento de la WITSA y asociaciones anexas y amigas, es decir de la industria de TI. WCIT, World Conference on International Telecommunications, es el evento de la UIT que se lleva a cabo en Dubai del 3 al 14 de diciembre de 2012 y es motivo de preocupación.

2. La UIT efectivamente está dando un paso que antes no había dado al abrir algunos documentos y espacios al público en general. Sin embargo, esta apertura no es suficiente - ni cerca siquiera - para calificar con los criterios de la CMSI o WSIS. 

Vean en http://www.publicknowledge.org/public-knowledge-disappointed-itu-documents-remain la reacción de Public Knowledge: los documentos que la UIT ha hecho públicos ya habían sido filtrados y son parciales; y la UIT debería abrir el acceso a todos los documentos relevantes para el proceso de negociación de los ITRs.

Vean también la reacción de la organización access en https://www.accessnow.org/policy-activism/press-blog/itu-governing-council-to-post-some-planning-materials-rejects-open-access que apunta a la ausencia de debate "multistakeholder" efectivo y llama a los gobiernos a hacer públicas sus propuestas y documentos de planeación, y dialogar de manera efectiva con todos quienes serán afectados por la Conferencia.

Esto sirve para dar aún mayor firmeza y urgencia al mensaje de ISOC que incluíste en el envío.

Buenas tardes:

Les reenvío el link de la noticia que indica que el Consejo de la UIT ha
decidido hacer públicos los documentos relativos al WCIT-12  - CWG-WCIT
TD-64 (the draft ITRs) (http://www.itu.int/en/wcit-12)  y que habra
espacios públicos disponibles en el sitio para que los diferentes actores
coloquen sus opiniones y comentarios.  Los documentos estarán disponibles
en los 6 idiomas de la ONU.

Este tema se debatió en Praga, ya que las modificaciones propuestas a los
tratados de los años 80 comprometen al modelo multistakeholder.

Así mismo el Presidente de ALAC envió un mail sobre este tema para que
desde At-Large cada uno en sus países contacten con sus gobernantes
encargados y discutir sobre el tema. Además habrá en la wiki de ALAC links
de artículos y noticias de interés sobre el tema para que nos informemos
