Estimados amigos:

Antes que todo, quiero agradecer a aquellos que me han nominado como
candidato a ALAC member. Es un halago y una gran responsabilidad asumir
este desafío de ser candidato. A través del presente correo quiero
aceptar formalmente la nominación.

Quisiera comenzar este correo con una breve presentación, en especial
dirigida a aquellos que no me conocen. Soy abogado, Magister en Derecho
de la empresa, LLM en Computer and Communications Law, hasta el año
pasado Profesor de derecho comercial y de Derecho y Tecnologías en la
Universidad Católica el Norte de Chile. En la actualidad estudio un PhD
en la University of Edimburgo respecto de la regulación como mecanismo
de incentivo de la competencia en el mercado de las Telecomunicaciones.
También soy secretario del Asociación de Derecho e Informática de Chile
que es la organización At-Large que es parte de esta comunidad.

Me siento honrado de poder participar en este proceso. Creo que es una
gran responsabilidad ser parte de ICANN en cualquiera de sus formas. En
particular, teniendo en cuenta el impacto de sus decisiones en el mundo.

Quisiera explicarles, el porque he pensado detenidamente ser candidato.
Creo que puedo ser un aporte para servir a los intereses de los usuarios
de Internet. Estos intereses nunca deben ser perdidos de vista y por eso
lo nombro en primer lugar.

Creo firmemente en que debemos incorporar a todos los miembros de
nuestra comunidad tanto del Caribe como del resto de los países de
Latinoamerica. Tengo conciencia de los problemas que nos aquejan.
Siento, al igual que ustedes, la necesidad de continuar buscando una
solución que constituya un mecanismo que nos permita seguir avanzando.
No debemos olvidar que son más las cosas que tenemos en común que
aquellas que nos separan.

La tolerancia es un valor que debe inspirarnos. ¡Por Dios que difícil es
ser tolerante! Decir otra cosa significa faltar a la verdad. Tengo la
convicción de serlo y creo que debemos buscar líderes que también lo sean.

Soy un convencido de que debemos escuchar la opinión de nuestros
iguales. Todos los que pertenecemos a la comunidad At-Large somos
iguales, sólo que momentáneamente algunos son elegidos para guiar la
región. Es por ello, que creo que debemos ser transparentes, hacer
circular la información y recoger la opinión de todos tratando de tomar
la mejor decisión. Tengo claridad respecto de que no será una labor
fácil, que seré criticado, pero también tengo claro que si las criticas
ayudan a mejorar, bienvenidas son. Tengo mucho que aprender de los que
más saben y espero que me ayuden en lo que no sé. En todo caso, el
respeto por los demás es un principio que debe guiarnos.

Sé que algunos no me apoyarán y eso no me produce ninguna molestia.
Tampoco significa que a futuro adoptaré una actitud revanchista en
contra de ellos si soy o no elegido. Al contrario, espero poder
convencerlos con trabajo de que fui una buena elección aunque no fui su
primera opción. A aquellos que me apoyan, quiero demostrarles que no se
van a equivocar.

Muchas gracias a todos por leer estas líneas y que sea electo el mejor
por el bien de los usuarios y nuestra comunidad.

Dear Friends,

First of all, I want to thank those who nominated me as candidate for
ALAC member. It is a compliment and a great responsibility to assume the
challenge of being a candidate. Through this email I want to formally
accept the nomination.

Let me begin this email with a brief presentation that is especially
addressed to who do not know me. I am a lawyer, Master in Business Law,
LLM in Computer and Communications Law, until last year Professor of
Commercial Law and Technology Law at Universidad Católica del Norte in
Chile. Currently, I am studying a PhD at the University of Edinburgh
regarding the regulation as a mechanism of incentive competition in the
telecommunications market. I am also secretary of the Asociación de
Derecho e Informática de Chile which is the At-Large organization that
is part of this community.

I am honored of participating in this process. I think it is a great
responsibility to be part of ICANN in any form. In particular, taking
into account the impact of its decisions in the world.

I would like to explain why I decided to be candidate. I guess I can
contribute to serve to the interests of Internet users. We must never be
lost sight of these interests. This is the reason because I named first.

I firmly believe that we must involve all members of our community both
the Caribbean and the rest of the countries of Latin America. I have
awareness of the problems we face. I feel, like you, the necessity to
continue seeking a solution that constitutes a mechanism that allows us
to move forward. We must not forget that there are more things we have
in common than those that separate us.

Tolerance is a value that should inspire us. It is difficult to be
tolerant¡. To say otherwise means not telling the truth. I have the
conviction that I am doing my best effort to be tolerant and I think we
should look for leaders who have the same virtue.

I am convinced that we have to hear our peers. All who belong to the
At-Large are equal, although some are only momentarily chosen to lead
our community. This is why I think we should be transparent, to
circulate all the information we have and obtain the views from all of
you trying to make the best decision. I have clarity that this will not
be an easy task, I will be criticized, but I have also clear that if the
criticisms help to improve, they are welcome. I have much to learn from
the most knowledgeable and I wait to receive help in what I do not know.
In any case, respect for others is a principle that should guide us.

I know that some of you will not support me and that does not produce
any inconvenience to me. Neither this means that in the future I will
adopt a vindictive attitude against them if I am elected or not. On the
contrary, I hope to be able to convince them with work that I was a good
election although I was not their first option. To those who support me,
I want to demostrate to them that they were right.

Thank you very much everyone for reading these lines and I hope the best
will be elected for the sake of users and our community.
