 sí, pero lo que pasa cuando no hace su trabajo? ¿Qué pasa cuando el ELA es sólo un sello de goma? cual es la defensa de los usuarios finales en estos casos? 


 Fortalecimiento de Capacidades en San José era bueno ... Supongo. Hubiera sido mejor para completar los objetivos fijados para nuestra Asamblea General.
