Estimados Miembros de LACRALO y de la Comunidad At Large.

Probablemente muchos de ustedes ya lo sepan, porque es de público
conocimiento. Desde el día 1 de Junio me mudé a la ciudad de Montevideo,
para desempeñarme en mi nuevo trabajo como Responsable de Relaciones
Externas de LACNIC. Se trata de un paso importante en mi carrera y estoy muy
entusiasmado con lo que se viene. De todos modos, esto tiene una arista
desafortunada, ya que impacta en nuestro RALO y en la Comunidad de At Large.


Por más que estoy convencido, luego de estudiar mucho el tema, que no existe
técnicamente un conflicto de Interés en Representar a LACNIC y ser
Presidente del RALO, he llegado a la conclusión que sería importante que le
de lugar a otra persona como Presidente. Entiendo que proceder de esta forma
sería lo más adecuado a los valores y convicciones que he defendido en mis
años en At Large (con un particular compromiso con la Creación de
Capacidades en la Región).

Tener que tomar esta decisión me genera sensaciones encontradas. Si bien
creo que será beneficioso que surja un liderazgo nuevo en la región (en
especial si se trata de una renovación y de oportunidades brindadas a
personas para que puedan aportar lo suyo a la Comunidad). La sangre nueva
nos hará muy bien. me apena tener que hacerlo en la mitad del mandato.

Lo dicho tampoco significa que voy a abandonar la comunidad sino que
Singapur será mi último meeting como Presidente. Entiendo que debiéramos
iniciar un proceso que tenga por objeto elegir a alguna persona que me
sustituya. De más esta decir que estaré cerca de esa persona en lo que pueda
ser útil. Finalmente, creo que mi Presencia en LACNIC puede ser una
oportunidad interesante para LACRALO en comenzar a involucrarnos en temas de
direccionamiento IP, toda vez que mi trabajo involucra el relacionamiento
externo con la Sociedad Civil.

Ha sido un placer formar parte de At Large desde 2006 y de LACRALO desde las
reuniones previas a la elaboración de nuestros Documentos Constitutivos.
Estaré eternamente agradecido por haber tenido la oportunidad de servir como
primer Presidente desde el Summit de Mexico en 2009 y de la renovación de la
misma por 2 términos más.

Dear Members of LACRALO and At Large Community:

Presumably, many of you already know, because it has been public for a
while, but I wanted to tell you formally. In June 1st I moved to Montevideo
City, in Uruguay, to deal with my new position as External Relations Officer
at LACNIC. This is a huge step in my career, and I feel quite enthusiastic
with the challenge. Unfortunately, this imparts LACRALO and the At Large
Community.

Despite being truly convinced, after dedicating some thoughts to this
matter, that there is not any Conflict of Interest between my current two
positions, I had concluded that I should step aside as President. I believe
that this desition would be coherent with the values and principles I
defended in At Large all this years (specially in what is related to
Capacity Building).

I have mixed feelings as a consecuence of my desition. It could be a
opportunity to develop a new, and maybe better, leadership and to produce a
healthy renewal, with new people that would be able to make their
contribution. New blood would be extremely helpful for us. On the other
hand, I am deeply sorry of leaving in the middle of my term.

My resignation as President would not mean I will abandon At Large. It is
just that Singapore will be my last meeting as LACRALO Chair. I believe that
we must iniciate a process in order to come with a sustitute as Chair.
Needless to say, I will be definitely available to help and advice the new
President for anything he/she would need. Also, my role as LACNIC External
Relations Officer could be a opportunity for LACRALO to start dealing with
IP Addressing issues, as one of my goals is related to enhancing the
relationship with Civil Society.

It has been a enormous pleasure to be involved in At Large since 2006 and
with LACRALO since the very begenning, even before our organizing documents.
Much more honour meant for me to serve as LACRALO's first chair President
since Mexico 2009, and with the trust I received being re-elected for 2 more
terms.
