Estimado Alex. Coincides conmigo en los 3 puntos mencionados en tu correo. Eso es lo que quise decir y tu lo reflejaste con una excelente claridad.
respondiendo a tu pregunta, particularmente creo el trabajo debe centrarse en la capacitacion de los lideres regionales a travez del outreach que podamos hacer desde ALAC, y con la ayuda de quienes como Tu y otros han pasado largos anos dentro de la estructura de ICANN y en todo lo relacionado con Internet. Esta capacitacion (naturalmente, debe contar con el compromiso de los lideres), traera aparejada sin lugar a dudas una mayor y mejor participacion que la existente hoy, donde los lideres de la region solo se limitan a participar en cuestiones relacionadas con aspectos electorales y de confeccion de documentos menores (mayormente), debido a ese escaso conocimiento de las cuestiones que trata ICANN. Lamentablemente mucho tiene que ver con falta de traduccion de documentos, falta de presupuesto para invitar a los lideres a la reuniones de ICANN, falta de una politica efectiva de comunicacion por parte de ICANN a los usuarios, y por supuesto tambien en parte por la escasa voluntad de muchos lideres de sumarse a la discucion.
Me parece que debemos darle fuerza a la realizacion de cursos en cada uno de los temas y utilizando las herramientas que nos da la web y que son muchas. Esto lo estare planteando al Nuevo Director Senior de Participacion y Compromiso el amigo Nick Ashton Hart en Nairobi.
Sin embargo esta es mi humilde version (resumida) y obviamente podra haber otras visiones y nos gustaria escucharlas, para entonces tomar ese plan de accion que propones. Creo es necesario esa discusion de diagnostico para poder entonces suministrar el remedio.
Con la participacion y como resultado subsecuente llegara el compromiso que ICANN pide a los lideres.
