<p class="MsoNormal" style="mso-margin-top-alt:auto;mso-margin-bottom-alt:auto"><i><span lang="EN" style="font-size:10.0pt;font-family:inherit;color:#212121">12.8 The Assembly shall endeavour, when discussing any non-procedural question, to decide issues before
it by general agreement. Voting shall be relied upon only to the extent that is necessary in cases where general agreement cannot be reached. Where a vote on a non-procedural question shall be required, the measure shall be carried if it receives a two-thirds
vote of those ALSes present and voting.<o:p></o:p></span></i></p>
