<div dir="ltr"><div><div><div>From the call with the candidates yesterday, I&#39;m still puzzled that a person, Harold Arcos from Internauta Venezuela that was never heard of in LACRALO or At-Large until late July 2015, has not attended an ICANN F2F meeting, and does not meet the ALAC requirements is seriously being considered as a candidate to represent LACRALO at the ALAC level to represent the interests of Internet users from Latin America and the Caribbean.<br><br>The ALAC requirements as per its RoP, as Jacqueline posted to the list<br><a href="http://atlarge-lists.icann.org/pipermail/lac-discuss-en/2015-August/013266.html">http://atlarge-lists.icann.org/pipermail/lac-discuss-en/2015-August/013266.html</a><br><a href="http://atlarge-lists.icann.org/pipermail/lac-discuss-es/2015-August/029233.html">http://atlarge-lists.icann.org/pipermail/lac-discuss-es/2015-August/029233.html</a><br><br>mentions the following<br><br>&quot;d) Demonstrated capacity for thoughtful group decision-making and sound judgment, and a track record of working to build consensus with a diverse set of interests working together on complex policy issues.<br><br>e) The ability to effectively chair meetings and provide leadership and support for work teams or committees.<br><br>g) In accordance with the recent ALAC review recommendations as adopted by the ICANN Board, members of ALAC must have proficiency in written and spoken English to allow the committee to function effectively and to allow ALAC Members to interact effectively within the overall ICANN environment.&quot;<br><br>As a newcomer to At-Large, Harold can&#39;t speak to these requirements. On the call yesterday, Harold mentions on the call that he can devote 5 hours a month to ALAC and this is insufficient time as per the ALAC requirements document which calls for at least 20 hours a month, not including F2F ICANN meeting times. Furthermore, a candidate needs to add an additional average 10 hours a month for At-Large WGs as stated in the ALAC requirements document.<br><br>I can&#39;t blame Harold for not knowing this as he is a newcomer, but this lack of knowledge and experience goes against him to be a ALAC member and Harold needs more time to learn more about and participate in At-Large.<br><br>Some other questions coming out of yesterday&#39;s call:<br><br>- Internauta Venezuela&#39;s representative is Sergio Bronstein. Is Harold Arcos an ALS representative of Internauta Venezuela? If so, when did this change occur?<br><br><br></div><div>Kind Regards,<br><br></div><div>Dev Anand<br></div><div><br></div></div></div></div>
