    I think I met Lance for the 1st time at ATLAS II, ICANN 50 London.
    He looked quite busy with the drafting. Didn't him and some of his
    working group foregoing the Gala for that work? I found it pretty
    inspiring!<br>
    <br>
    Whilst we are all one region as LACRALO, it is also good to see
    mixtures of representation and support within ICANN. It is good to
    see that someone like me can have a pathway to contribute - as I see
    of Lance, Dev Anand, Carlton, Jacqueline etc. I highlight the roles
    and contributions of these people when I speak to other potential
    participants and the next generation within my locale. <br>
    <br>
    I highlight others as well, but sometimes those closer at hand
    geographically are sometimes more accessible face-to-face, at lower
    toll charges, on appropriate time zones and have better ideas of the
    strategy within our more narrow region. In some cases, we need to
    have them interact more at regional meetings and with the press (in
    various Caribbean islands other than their own) to show how persons
    can get involved as well as how much some of us are involved
    already. Also, in order to get more local activities going we need
    the support of local partners. Explaining how persons closer to our
    region (<i>e.g.</i> the Caribbean) are working within LACRALO and
    ICANN feels like it makes the conversation easier with the potential
    sponsor, the government official, the academic etc. <br>
    <br>
    Anyhow, on the call yesterday (July 20th) I was assuming that there
    was a misinterpretation of some of Lance's work. He's seems an
    excellent candidate and well dedicated to contributing and
    developing his region. I don't know him well, but on each occasion I
    encountered him face-to-face and online, I only saw interest,
    passion and diligence in his ICANN contribution. <br>

        experience with ICANN and At-Large and LACRALO from the moment I
        met Lance at the station to our time working on the ATLAS II
        statement, I admittedly retired at 9pm way earlier than my
        fellows Lance, Carlton and Dev. Regardless of how busy or how
        tired he was Lance stuck to the task at hand and still made time
        to not to neglect any of the other sessions that needed his
        attention. As a representative I have no doubt that he will be
        of great value to the overall in terms of determination,
        vitality and versatility to ALAC, as such he is an excellent
        choice.

                where it counted, at work on behalf of the At-Large and

                      <div>This is a follow up to the brief EOI I
                        submitted to the LACRALO list upon nomination as
                        the LACRALO representative to the ALAC. </div>
                      <div>I am the Chairman of Devnet in Georgetown
                        Guyana. DevNet is a founding member of LACRALO
                        and one of the authors of its Rules of Procedure
                        finalized in Puerto Rico in 2007. </div>
                      <div>Devnet is an ICT Non- Governmental
                        Organisition that specializes in the penetration
                        of ICT in rural, hinterland and economically
                        challenged areas. Since our formation in 1999,
                        under we have developed a series of initiatives
                        to facilitate the building of community hubs so
                        as to facilitate access for the disadvantage
                        members of our society. We continue to find
                        funding for community based IT programmes for
                        remote education and access to relevant
                        educational content. </div>
                      <div>I was part of the Prime Ministerial
                        sub-committee on the management of the .gy
                        domain to Guyana where I articulated on behalf
                        of civil society the policy regarding the
                        management, usage and protection of the
                        non-commercial domains.</div>
                      <div>I am a civil society member of the CARICOM
                        ICT Steering Committee (CISC), whose primary
                        function is to develop policy and action plans
                        for the implementation of regional initiatives
                        to help regional governments and related
                        stakeholders effectively use information
                        technology to improve the general well being and
                        productive capacity of its citizens.</div>

                      <div>As Chair of DevNet, I was one of the authors
                        of the ICT Component of the National Development
                        Society of Guyana. I am also part of the
                        multistakeholder group that will update the
                        national development and implementation part. </div>

                        A group of us worked until 5 o’clock in the

                        Many of members of the attending ALSs were
                        asleep long before then. </div>
                      <div>As a founder member of LACRALO I continue to
                        encourage my colleagues to form new ALSs so as
                        to increase our participation. </div>

                      </div>
                      <div>My interest in serving also stems from the
                        fact is that I believe I have a deep
                        understanding of the needs of the region, in
                        particular the Caribbean. I understand that
                        critical it is that we play an active role in
                        the management of the internet space. The
                        challenges faced in the region are tremendous
                        and one of the gateways to socioeconomic
                        improvement will be via our front end and back
                        end usage. To many us now ICANN is rarefied
                        air.  I will serve therefore to ensure that in
                        some way I can make it more accessible and
                        understandable to all. That is role of the
                        At-Large. That is the role of LACRALO.</div>
