Hi Claire and everyone.
I think that the EURALO statement is sufficient unto itself. My
recommendation for the LACRALO statement would be to go very simple.
Something like:
"LACRALO , the regional organization of Latin America and the Caribbean of
Internet End Users, which represents their interests within the framework
of the ICANN community, agrees with the statement made by EURALO, and
supports the sentiments therein. We also express our deep concern for the
safety and well-being of the population of Ukraine. We  agree with the
response given by the ICANN CEO,(marby-to-fedorov-02mar22-en.pdf (icann.org)
<https://www.icann.org/en/system/files/correspondence/marby-to-fedorov-02mar22-en.pdf>)
with
regard to the limits of ICANN's ability and mandate, and support the rights
and freedoms of Internet users in Ukraine, and the rest of the world."
