 "ACTIVE PARTICIPATION 

 The participation and intervention criteria (indicators) will be aimed at: 

 - Meetings (virtual and face-to-face) 

 - Participation in working groups at all levels (LACRALO, ALAC, ICANN) 

 - Participation in mailing lists. 

 - Participation in local or regional events, with specific content on the subject included in the MOU signed with ICANN. 

 Until another form is defined, the LACRALO presidency and Secretariat will be responsible for preparing the Participation Tables. ” 

 Sergio, I have long requested information on two topics: Metrics and Monthly Secretary Reports. They never answered me until the meeting you mention. The last Secretary Reports is from February 2018. It is the only Ralo that has no history since that date. 

 The approved Metrics were to encourage the participation of our ALSs and that those who access the positions have real knowledge of our Region having actively participated. 

 I believe that the people of good thought in our Ralo cannot deny my contribution and broad participation to permanently improve all activity and participation in our Region and project it in the participation of policies in ALAC and the rest of the AC and SO. 

 For this reason, I consider that pointing out shortcomings is a way of collaborating and that everything is done according to the rules.

 Alberto, I often wonder what you are looking for in each of your interventions and I always come to the same concussion: muddy the clear water. 

 As I said in the last meeting in which I think you were present (if you were, I wonder why you did not say anything at the time) the information we have at the moment is insufficient to apply that rule you refer to and would generate unfair action instead fair for our region partners. 

 LACRALO's leadership is not there to persecute and punish as it seems that you like to act, you must leave behind the dictatorial remnants that may have remained culturally in our darkest customs and move towards more democratic and broad places of participation. 

 Each one of these things that try to limit participation in the region produces going to the past and not taking a step towards the future. 

 Instead of worrying about such tribal issues, I invite you to participate in a working group within LACRALO so that you can contribute something positive. Negative contributions must be left at home, well hidden so as not to be embarrassed. 

 I have prepared as I anticipated a meeting of the LACRALO governance working group to deal with this particular issue, this will be immediately after the approval of the procedural rules of our region.

 Our approved Metrics established that the ALSs that nominate their members for any position, must meet the requirements of those Metrics. And the people in charge of preparing these attendances to monthly meetings, webinars and integration to the working groups were the President and Secretary of our Ralo. If they did not do so, there is a breach of their duties. 

 And what the WG does now to modify the previously approved, cannot modify the requirements of the candidates for the next elections. Otherwise, they would be being carried out without fulfilling the main requirement that our Ralo approved for elective offices: active participation.

 I take this opportunity to state that I see well the proposed rules for the participation of individual users and I will join it. I consider it important to consider some of these participants from this very moment to build the ALS proposal. 



 On the subject of DNS Abuse, it would be very advisable for ALSs to consult with their members and experts in their environment about the difficulties encountered by those who are affected by or who fight DNS abuses, in matters such as fraud, phishing, false merchandise , intellectual property, etc. Those I know complain very publicly about the barriers to access to information they find in the "whois" rules and other protections for personal information, tightened by the European GDPR.
