     As requested, Legal Guidance on the Interpretation of Section 8.8 of the ICANN Bylaws in the case of the recent nomination for the open LACRALO ALAC position of a person currently serving as an ALAC Delegate for the Latin American NomCom and the Caribbean. 
    
     The orientation is: 
    
     For clarification, the language of the Bylaws that states "No person serving on the Nominating Committee in any capacity shall be eligible for nomination by any means to any position on the Board or any other ICANN body that has one or more positions of membership that the Nominating Committee is responsible for filling, until the conclusion of an annual ICANN meeting that coincides with, or thereafter, the conclusion of that person's service on the Nominating Committee. " it is not modified, limited or changed because the heading says "INELIGIBILITY FOR SELECTION BY THE NOMINATION COMMITTEE" Section headings do not change the plain language meaning of the words within each section of the Statutes.
