I'm personally not surprised that this is the resolve. What is unusual to
me is that never mind the diplomatic language, they stomped on ACTO. Bound
to leave residual 'feelings' of hurt.  And that's the third rail with
decision-making on Boards; you have to do 'feelings'.

It is a political problem, the politics of which is morphing real time. The
Board has to do something resembling showing up at a gunfight with a knife.
Duck, cut and hope for the best!
