Dear Friends
This is a very relevant meeting and the time, unhappily, coincides with Board meeting of an organization I am chair of the Board and that is already organized with tickets and hotels for members to attend and cannot change it.
I apologize not to be able to attend and to try to participate I am attaching my suggestion to this plan, asking you to, please, consider to be part of the discussion.

Existed Plan
We have the running plan focusing into two main points:

1)     Increasing accredited ALS: Getting organisations to become accredited At-Large Structures (ALSes) from the 12 out of 33 countries in the Latin American and Caribbean (LAC) region that do not have any ALSes. These countries are noted on the LACRALO Dashboard at http://bit.ly/lacralo-dashboard

2)     Outreach Activities: Spreading LACRALO activities using local ALSes, with the aim of disseminating issues of relevance to ICANN and LACRALO. The target audience will be, among others, end users, academic and / or professional.
 I believe those two items are still relevant for our plan.

New item proposed :

·         Rationale
 If we look on the LAC region Strategy and its plan for 2016-20 we will see that those above items find alignment with the general LAC Strategy, but there are other points that can be part of our LACRALO plan and may be added this time to our plan.
One point in particular came to my attention due its relation with LAC Space – focus on promoting business for our region, and the CEILAC – the regional “Center of Internet Entrepreneurs for LAC region”. Of course all above is under the framework of ICANN mission.
LACRALO’s focus is on end users and our plan shall be aligned with this.
Entrepreneurship activities has two subsequent approaches:

a)    Capacitate end users to understand the DNS chain of value,

b)    With such knowledge, allow any interested end user to explore the opportunity to get profit with the Internet.
Last DNS industry study in our region, followed by other about knowledge of ICANN and domains, found a lack of knowledge in general and a very weak chain of value in our region.


·         Proposal for additional item in our plan:
Empower community - With ALSs themselves and through ALSs, reaching local communities to allow interested members/persons to understand and work with Internet as an end user as well as enter into Entrepreneurs Program and be capacitate to become part of the chain of value offering better services to their own community.

Why I am proposing this? Two main reasons:

a)    We already have two projects running related to this :

1.      CEILAC and it is important to approach community to this already exited facility.

2.      DNS Women Project, already approved by ICANN, is focused on Entrepreneurs to capacitate women to enter into this chain of value. DNS Women is a worldwide project but focused first hand on LAC region and Africa region. It will be relevant for ALS to have such content to offer to their members. Once ready the content will be available to CEILAC to make use of it too.

b)    Several other capacitation falls under this topic in order to have a more powerful community:

1.      Policy discussion & practice (also see this as part of the Elder Council to be debated)

2.      Best practices on how chose registrar, ISP or reseller to be better served and protected,

3.      etc………
