Aida, what bothers me is that according to the content (the recommendations and conclusion), are contributions of the Council, not the authors. And at first specifically placed it is not the Council's opinion.

My question is, are or are not? It is an unacceptable ambivalence in this type of document, and even less in the case of the Council of Europe.

If by any chance it is claimed by some comment from these, you can refer to it not your opinion.

 Best regards

Thanks Maritza and Alberto. Okay., Very interesting material written by the Council of Europe advisers although not the word of the Council is aligned with its objectives and important constructive contiene.críticas with concrete recommendations on procedures, ICANN policies regarding these rights, also with relation to concepts such as public interest, community ... Even I did not read it all, I saw that deals in depth related to new gTLDs etc ..

 Dear, two topics:
 - For the webinar contained in the mail below. Given the importance and
significance of the issue, I Niels ten Oever I ask who sent the

linguistic enable opening for our region, but for the rest
 of Ralos also.

 - On document (short link https://goo.gl/rA1cVF
document on human rights. It touches all issues
with new gTLDs, according to the view of the Council of Europe.
It contains an analysis, development, conclusions and recommendations.
All these issues have been addressed in WS1, there are working groups
current in WS2, with weekly meetings and timetables.
So I think it might not be of interest to some, but actually
It should be of interest to each and every one of us, given the
implications for end users are involved here.
In addition it would be essential reading for anyone wishing to apply in the
ongoing call on volunteers for the CCWG Auction Proceeds.
I think it's a relevant topic to be treated specifically.

Below, a summary of its contents.
