 The RALO Statement on the At-Large Review Report has been 
 ICANN Commentary and is available (including

 The following is a summary of the positions in the Statement: 




 - The revision contains parts of the analysis that are faulty. 
 - The RALO-ALS structure may appear to create layers and barriers, but in 
 Reality promotes member contribution when executed 
 correctly. 
 - Local ALS provides linguistic support for policies. 
 - 3 out of 5 RALOs prevent individual users from getting involved 
 Directly and the remaining 2 are working on mechanisms for 
 Commitment of the users. 
 - Participation in working groups is possible for any member, 
 Either through an ALS or directly.
 - Therefore, we do not believe that the Empowered Membership Model such as 
 Is currently designed to be of benefit to the Community, 
 Especially since it means a disturbance to At-Large. 
 - We also do not support the use of the Nominating Committee for 
 Select a group of candidates and a random selection for the Seat 
 15, as this completely takes away the ability to choose a candidate 
 For the ICANN Board. 
 - We agree with some of the other recommendations that really
