 The RALO Statement on the At-Large Review Report has been submitted for public comment by ICANN and is available (including its Spanish version) to be downloaded directly from the following link:  https://go.icann.org/2o5KZxY 


 The following is a brief summary of the positions expressed in this Declaration: 


 - The review containing parts of the analysis is defective. 
 - The RALO-ALS structure may seem to create some kind of barrier, but actually promotes member contribution when executed properly. 
 - Local ALSs provide n linguistic support for policy development.
 - 3 out of 5 RALOs envisage that individual users are directly involved and the remaining 2 are working on participatory mechanisms to involve individual users. 
 - Participation in working groups is possible for any member, either through an ALS or directly. 
 - The Empowered Membership Model, as it is currently designed, is not considered to be of benefit to the Community, especially as it means disruption to At-Large. 
 - The proposal that the Nominating Committee be the appropriate one to select a pool of candidates and a random selection for Seat 15 is not supported because it detracts from the ability to elect a candidate for the ICANN Board. 
 - We agree with some of the other recommendations that really help to improve the effectiveness of our Community's work. 


 So far, the other four RALOs have ratified the Declaration by consensus or through the voting system.


 Having said this and considering the importance of this issue, we are initiating a Call for Consensus of LACRALO to ratify the Declaration issued in relation to the Draft Report issued on the General Review. Please note that this is an urgent consensus call that ends at 23:59 UTC on Thursday, April 06, 2017.
