Dear Lion, I will confirm my personal opinions and I poured on some occasion:

 - Multiple contacts identified (primary and two secondary?): It is very convenient to have more than one contact. The primary is the representative of the ALS voting, and two secondary that can respond if the primary does not. We had an example for years in LACRALO. The decertification process had begun, but we managed to recover to a contact that organization.

 - The contacts do not have to be leaders of the organization, but the application must have knowledge of leadership and support: That's right, the ALS has the right to appoint one representative and two secondary, and none of them is necessarily a leader organization. But that designation must be formal, without a doubt. That primary representative is entitled to vote.

 - The minimum size is not specified, but is expected to be greater than just the contacts and / or leadership of the organization can not force any organization to a minimum or maximum, but is desired to be greater than the number of contacts. This allows greater participation of that organization. We have several examples in LACRALO: in one monthly meeting, we had two participants from the same ALS. Actually there were several ALS on several occasions.

 - Having an online presence (website, Facebook). (Should ICANN provide basic?): There are organizations when applying for certification, already have such a presence online. There are others, such as the case of Haiti, and Cuba will be safe as well (currently in training), which for this item as a requirement may have problems. In fact, Haiti solved. At least two meetings of ICANN (I forget which), I requested to help ICANN provide a basic web application for free.Manhours investment are insignificant amount, and give solution to this item. I consider it necessary because it is an important element of evaluation in the certification process, and also as a tool to demonstrate their own organization work with end users.

 - Theme double belonging: being treated at the moment, so I hope that consensus is achieved.

 - Report annually / twice a year in contacts, leadership, membership, main activities and "links" with ICANN: If the RALO metrics exist, this is not necessary. If these metrics are effective, they must contain a minimum of activity and participation; also if this minimum is not met, the way the ALS has a chance to recover that minimum level within a reasonable time, and if not, the process of decertification.

 - When the specific issues brought to the attention of ALS, ALS should assess whether each can contribute or not: it should be a natural process, not imposed retrospectively.Maybe I should be part of the commitment assumed by the request and approved certification.

 - Respond to the specific requests of the RALO, as needed: Resolved the metrics implemented in the RALO, a specific rule is not necessary.

 - The need to move from the presumption that the contact is amyotrophic lateral sclerosis. And if so, how can we even recognize the member participation ELA ?: The leadership of the RALO, besides the application of metrics, you must have communication with those organizations that do not participate within a reasonable time and not wait for the ALS fall in decertification process. If the representative does not respond, you should contact / secondary. If communication fails, go to the web / Facebook page (etc.) of the ALS and try to achieve communication.

 - The vote should not be the most important criteria for being "active". : I think it should be important but not the only one.Again, if there are metrics, you must be one of the items to be considered active, but not the only one. Otherwise we voters participating actively only face meetings.

 - The monthly participation Teleconference THIN, need to define participation: presence or activity: We must remember that any recognized member of an ALS can participate on behalf of the ALS at a monthly meeting or any workgroup. Regarding the presence or activity: the mere presence should suffice. I myself have not raised my hand because I thought, and was expressed, and my participation reiterating something already said, meant a waste of time. It is true that many times there are those who are only connected without listening ... but not everything can be perfect.

 - Grace period for the gradual increase in participation (? 1 year): metrics LACRALO not yet approved, envisaging a minimum participation. If within the last year did not have the minimum participation is formally communicated to the ALS that has the next year to achieve that minimum, and if not, the decertification process starts. That minimum participation includes monthly meetings, RALO webinar, webinar ICANN, vote, join WG. I remember that the participation of ALS not only considers the participation of representative voting, but the participation of any of its members, duly recognized and previously reported by ALS.

 - Travel: metrics include this issue as the charges LACRALO ALAC and ICANN. This figure in the metrics.

 - We measure the activity "on the ground". Is it enough if it is very active, but the activity is outside the ICANN? The activity on the ground must be measured, but it is alien to the interests of end users within ICANN pursue should not be considered.

 - Working with At-Large Staff and representatives of other RALOS to enhance our ability to provide useful and essential information for ALS and individual members (if applicable): absolutely yes. In our Ralos have many differences in culture, religion, languages, etc. But I think we have more coincidences than differences, and it is necessary to take advantage of those matches. It is the best way forward. When was Chair, I have exchanged many ideas and good things with the Chair of the other Ralos. But always informally in breacks or with a drink in hand during a social gathering. This is not bad, but I think it should be more formal between the Chair and secretaries. Maybe add this item in the monthly meetings of Secretariat.

 - Develop methodologies applicable to the region to facilitate and encourage feedback and interaction with ALS, its members and individual members (if any) within its region: It is very difficult, but it must be done.I insist on one point: when an organization seeks certification as ALS, is taking on a commitment to participate (which should be clear on the appropriate application form).

Leon and all, is my humble opinion.

 Best regards

 Alberto Soto
