 Dear Lion, I will confirm my personal opinions and I poured on some occasion:

But that designation must be formal, without a doubt.That primary representative is entitled to vote. 


 - The minimum size is not specified, but is expected to be greater than just the contacts and / or leadership of the organization can not force any organization to a minimum or maximum, but is desired to be greater than the number of contacts. This allows greater participation of that organization. We have several examples in LACRALO: in one monthly meeting, we had two participants from the same ALS. Actually there were several ALS on several occasions.
