Dear, this is what I've posted on the wiki: https://community.icann.org/display/LACRALO/2016+LACRALO+Leadership+Selection

 Best regards

 Alberto Soto

"Dear, as it seems that with regard to the ALS Caribbean (English speaking) has not accomplished anything, I remember the most important made by me. I mean by this that it has started long ago with concrete measures to ensure their participation.

 - Before becoming President and LACRALO meeting in Buenos Aires 2013, I offered Samuel Carlton President of LACRALO, I would run.

 - By taking as President, I sent an email to all the representatives of ALS that were not participating (March 2014), including the Caribbean.

 - Plan for Attracting new ALS, prioritizing the Caribbean: a tavés of CROPP two events were generated: Haiti, Caribbean country with the lowest Internet penetration in Latin America and Caribbean region, and in the same trip, another event in Dominican Republic . As a result we have two new ALS in the Caribbean, Haiti and the Dominican Republic.

 - When incorporated ALS Haiti, I received from Glenn Mcknigt, a request for contact with it, because I wanted them to know the possibility of participating in a project on electricity supply in underserved areas (I think it was IWWWW and Engineers without borders) So I did, but also sent an email to all the representatives of ALS Caribbean news on the project to see the possibility of analysis for deprived areas

 - Our procedures for work group is formed WG, the issue is open to everyone meeting, issued a document is exposed to public comment for 30 days. If no suggestions, opens to vote for 7 days. If no suggestions are analyzed, that document is modified, it reopens to public comments and then proceed to the vote. There were several issues with three members of the Caribbean who questioned several things in the documents were working. We did almost all the requested changes, send translation several times instead of one. Times were initially far outweighed provided to accommodate such participation.

 - Our Secretary was going through a very serious problem for the health of your child not allowed to attend the last three ICANN face meetings. Singapore to Los Angeles and an ALAC Member of our region served as Secretary. To Buenos Aires, I coordinated with the Staff, make a call for the replacement is the Caribbean as a further incentive.I confirmed that yes and sent an email to staff representatives behalf of all ALS Caribbean, requesting that they themselves designate. Finally he traveled to Buenos Aires who said yes. Humberto we did participate in the previous monthly meeting Buenos Aires, at the previous meeting of Secretariat so that it could catch up, since in nearly two years, he had participated in one monthly meeting.

 - In the last LACRALO monthly meeting discussed the issue of participation. Prior to that meeting, we sent emails to all ALS who had little or no involvement, including the Caribbean.

 - At the meeting in Buenos Aires 2015, F2F I met with Carlton and Dev, and talked about increasing the participation of English-speaking Caribbean. I asked them before the ICANN meeting Dublin, send me specifics cost hotels and the place they determine in the Caribbean, so I could apply in DUBLIN conducting a General Assembly in the Caribbean. I dealt with the cost of tickets.

 - We have had meetings with the Vice President of ICANN to our region and the Staff of ALAC, and on several issues, most notably on how to approach and engage the Caribbean, and promised I did everything that was in our power to do what.

 - ICANN also appointed a while a person specifically to cater to the Caribbean, but not for most of Latin America.

 - We have asked the group of volunteers to work on the requirements for future ALS. Of all the applicants, with Humberto highlight a member of the Caribbean, although long ago that did not participate in LACRALO. We ignore people who had run and had a very considerable activity. "

Dear Lion, in the last two monthly meetings have discussed this issue is already addressed with GSE and ALAC.

I think it's the third time I make a short, but I'll do it as many times as necessary:

ICANN staff staff is committed to the process of restoring confidence in LACRALO and is in talks with a mediator of international prestige, educated at Harvard and specialist multi-stakeholder process. The Spanish-speaking and English and is the Latin American region, has extensive international experience and is well aware of cultures in LACRALO.LACRALO members will be involved in the creation and design of this process together with the mediator. Staff members are in talks with the mediator and give more details on this in the coming weeks.

This, as I reported on several occasions, started in Dublin, and there are many analyzes that are already ending.

And in addition to the above problem, we have several that will be addressed in this area, and are of very long standing.

And we continue to work, just ask you to please read the mails, or are reliably informed before review.

 Best regards

 Alberto Soto

Excellent idea to celebrate the 10 years.

However, I am sorry if I sound a killjoy, I think that the priority should be to resolve the problem we have between LA and C so that we can truly celebrate LACRALO.

 When we start?

 Cheers,

 Lion

Vanda was the idea included a General Assembly. But ALAC asked several (can not remember how many), and only two will materialize. None in our region. I think anyway, will be a showcase as in all meetings, and will have something to concreter that time.

 We continue to work ....

 Greetings cordials

In the same will find the transcripts in English and Spanish, and one of its points specifically clarifies the desire of Carlos: In short, and in addition has been said in the last monthly meeting, it is working in this direction with GSE ICANN and ALAC, hopefully with specific developments in the coming weeks.

I'm sure this will be implemented throughout, and some other things, because there are already two ALS who have been in contact in private to try to generate some kind of event for the 10 years of our LACRALO.

I hope we can have several events in various countries, is the best way to collaborate actively participate and integrate.

In all that we are .. or at least I hope everyone.

 Dear Alberto,

Congratulations on this and hopefully can be realized and if so, of the expected results.

On another note, I think 10 years is a very good opportunity to reestablish the region and would be excellent to reassemble the founders and signatories to the MOU with ICANN in San Pablo still participate (of which I am one), and try reunification through new agreements in this region which unfortunately today is divided and with an unfavorable prognosis if current conditions worsened in recent times are not modified.

Dear Renata, this has been an activity that we have been preparing
long with ALS who was interested.
I think 10 years of LACRALO deserve more than one activity.
Let us see how we can make several more. We still have many
CROPP likely within the program. But we must remember that before
any event, we need eight weeks in advance to make the
corresponding application: The deadline for completion of any event
in this way, it is the June 30, 2016.
Keep in touch about this issue without disturbing the list.
 Best regards

 Alberto Soto
