Dear All

Just to correct some of the inaccuracies in Alberto's allegations:

- Re: the CROPP proposal for CROPP FY14 for Suriname, it was sent to
Alberto and Humberto and there was an exchange of emails on this
proposal. It was also discussed on the conference calls regarding the
CROPP proposals for Haiti and Dominican Republic.

- Re: the CROPP proposal for Haiti, Dominican Republic, the CROPP
proposal was in fact first filed with two travellers Jose Arce and
Javier Pallero to go to Haiti and Dominican Republic. Jose and Javier
worked with Alberto to complete the details of the proposal.

After Alberto approved the proposal and the proposal submitted to the
CROPP RT, Alberto changed his mind and wanted to put a different
traveler from Colombia (Philippe Boland) instead and change the
structure of the proposals. The first proposal was recalled and I had
two conference calls with Alberto and Humberto. See

The Suriname proposal was also discussed on the 2nd call. After more
email discussions clarifying the proposals, the end result decided by
Alberto and Humberto was for two travellers, Alberto and Sylvia going
to Haiti and Dominican Republic which was duly resubmitted to CROPP
RT.

So to repeat, the LACRALO chair and secretariat were consulted and
their approvals obtained before any CROPP proposals were filed to the
CROPP RT and then to ICANN GSE for their approvals.

-  I didn't attend ICANN53 due to At-Large CROPP, I attended ICANN53
due to LAC Strategy.
