Isn't this exactly what he's doing.?

"It may, for example, relate to the manner in which the debate is conducted, to the maintenance of order, to the observance of the rules of procedure or to the way in which presiding officers exercise the powers conferred upon them by the rules. Under a point of order, a representative may request the presiding officer to apply a certain rule of procedure or he may question the way in which the officer applies the rule. Thus, within the scope of the rules of procedure, representatives are enabled to direct the attention of the presiding officer to violations or misapplications of the rules by other representatives or by the presiding officer himself."

>From what i have read, the PoO was that the presiding officer, Alberto, and the secretary, yourself, were in violation of proper application of the rules. The requirement is for a ruling from the Presiding Officer as to whether the rules have been properly applied. 

It seems as if the entire thing has been ignored and delayed,  as if to finish the vote without dealing with the issue. There has not even been a ruling by the Presiding officer as to what you have sent here. If it isn't a point of order, as you claim, then that should be ruled officially, in good time, such that other motions or points can be introduced.

I'm one who believes in the best intentions from everyone, but right now, I'm feeling a sense of deliberate obfuscation.
