 in the council GNSO had a very bad experience with a few external experts (Westland) which were "generously" hired to do a study which has resulted in very low acceptance. We must avoid at all costs is an exclusive decision of Staff and comments like yours should be reflected explicitly TERMS OF REFERENCE (Charter & RFP).
