The expert is selected by a group largely composed of ICANN staff 
according to the criteria we specify. This similar to any other 
public requests for proposals that ICANN issues, including other 
reviews )see https://www.icann.org/resources/pages/governance/rfps-en 
for a list of such requests).

Discussions are still ongoing as to exactly who will be on this 
selection committee.
