With respect Dev, commenting on the motion now would be the wrong thing to
do.

The call for the vote is what the law would judge as 'ultra vires'.  That
is to say the Secretariat offends the rules in bringing this motion to the
vote since it is beyond his legal authority.

If the vote is not stopped, we are well advised to ignore it. And the
motion remains a stranger until it is exposed to debate.

Other remedies are also open to those aggrieved.
