 Dear Alexander, at the same meeting today I added that to make the selection of topics, our ALAC Members should participate, being the ones who are obliged to attend meetings of ALAC: neither the president nor the secretary, have such an obligation . Nevertheless, I am concurring to the same since about three years ago, that is when it was not yet Presidnete LACRALO. 


 The reason for the participation of our ALAC Members, is because they have an obligation to know and convey policy issues being dealt with in ALAC, therefore, they are those who must contribute on the subject to be treated. While there are no rules, I think that we agree that it is their primary function. 


 It is the way these motions have practical sense, and really we attack the substantive issues.


 As the details of participation and duration are not the same you've raised in our meeting today, and then I will arrange for consideration.

 Colleagues, 






 as agreed at the meeting by teleconference today, I submit in writing the motion I made to give priority to developing treatment policies in the work of LACRALO: 






 1.Each month, the Presidency and the Secretariat of LACRALO formulate a selection of developing policy issues within ICANN for discussion in the community, with the aim of producing an expression by the latter. 






 The Presidency and the Secretariat may be supplemented by a working group of volunteers. They give preference to subjects that are in early stages of discussion, that are close to the known interests of the region and match the responsibilities of the RALOs and their representatives. 






 2. At each monthly meeting (by teleconference or in person) policy issues will be discussed before the procedures, bylaws, elections or any other, for at least 30 minutes in the case of teleconferences and two thirds of the length of the sessions.
