 Les I submit a contribution (proposal) for discussion and Netmundial 
 LACRALO. 


 Dear members of the Netmundial Community 






 In principle to express my most cordial greeting, for the meeting 
 of Netmundial for transmitting a proposal from the standpoint of 
 Individual Internet (AUI PERU) users. 






 Netmundial has 2 objectives: 






 1. The elaboration of the principles of Internet governance. 


 Two. Develop a roadmap for the future development of this 
 ecosystem. 






 We have a strategic proposal for these 2 objectives: 






 Proposal: * The Internet Governance from the Government of ccTLDs. * 




 Reach the Internet Governance Travs a bottom up process 
 (Bottom), for the participation of multiple stakeholders, 
 from the government of the ccTLD, towards the Internet Governance 
 guaranteed participation of multiple parties involved and not only of 
 individuals or civil society or government or private companies, such as 
 now more than 90% of countries around the world. 






 This current government mechanism ccTLD, has not allowed the development 
 msy best public policies of intersy of community service 
 wearer. In this sense, we all know the strategic importance 
 Internet as a tool for Econmico, Social Development and 
 Culture of the peoples of the world.In this sense, we believe this 
 is the best strategy for the future Global Governance of the Internet, 
 bottom up and under own development policies and 
 independent of security passes, access networks 
 Internet interconnection points besides IXP to drive greater 
 speed transmission, reduction of costs and the latest MS 
 own local content development, among other initiatives 
 benefits for all members of the local community. 




 The ICANN-RFC1591 defines the structure and Delegacin System Domains 
 of Generic and ccTLDs Domains.

 This proposal from the ccTLD governance brings us to model
