Dear members of the ALAC,
After reviewing the statutes FUNDETIC, to recommend that the organization of our brother country of Bolivia, is credited as LACRALO ALS.
We believe that incorporating FUNDETIC as ALS promote and encourage the participation of Internet users in the country in the global governance of the Internet, as well as greater participation and contribution in the design of policies in ICANN, that based on his experience in construction of relationships among government, private sector and community users of ICTs and the Internet.
In this sense, by the Association of Internet Users in Peru, we ask FUNDETIC certify as ALS LACRALO.
Sincerely,
Johnny Laureano Pres.

Dear, I just uploaded to the wiki my comment, with no suggestion
accept the certification. I copy down the same comment:
Observations after reading their bylaws, procedures and
Website content:
Mission differs content in the Statute: "... policies, implement
and coordinate strategies aimed at reducing the digital divide actions
through the promotion of Information Technology and Communication
all sectors and levels of society. "
The statute generally is oriented: "... citizens, businesses and
public and private institutions. "Never indicates action-oriented
people in particular.
Observations on the website:
The mission: "To encourage and coordinate relations with the government
Bolivian society by managing ICT tools across the
sectors and fields. "
In "About Us", the reason for its creation: "Created to assist the
Plurinational State of Bolivia to the planning, management and execution of
actions necessary to implement the Electronic Government in the country
through the dissemination and use of Information Technology and
Communication Technologies (ICT). "
As end user internet once quoted in "About Us"
but all actions aim to serve in government,
specifically rinsing. This can be seen in "Key Features"
"Mission", "Quality Policy", "institutional objectives", "Strategy
general "," Complaint "(Business Orientation", "Content and Services"
(Commercially oriented), "Technology" (market orientation).
In "Success Factors, Political Leadership" requires "active participation
and direct government officials. "
"Components of work" is aimed at government and business. About
"Services" is purely commercial.
From the moment of its creation, there was no action to give user
end of internet, and the foregoing, all their actions are
oriented commercial basis, working with businesses and government of his
country.
You do not have in their statutes, or procedures, or on its website,
anything that allows a glimpse of a previous or future work with the end user
(Non-commercial) Internet, so it should not be certified.

Dear members of LACRALO
As has already informed the staff, we have received an application from
an organization of Bolivia to be part of LACRALO.
As usual, ALAC, calls the region a "advise", a council,
before voting for the incorporation or organization of the At-Large.
We must send this tip for the day 10/03/2014.
We need comments LACRALO members, and they have
opened a wiki page:
