 Dear Friends, 


 I agree with what was said by Fatima, Vanda, Alejandro and I consider it very serious weight GAC grant this or any other AC. I do not think that is unique to the GAC the downside in giving greater weight in the ecosystem of ICANN but this would be negative in any case in which greater weight is of an AC than another. 


 Considering the various comments that have been made in the list and the information related to the proposed changes to the bylaws, linked to monitoring the implementation of the recommendations of ATRT1 and ATRT2, Fatima and myself have prepared a draft declaration to be been sent to the Staff for publication in the wiki. 


 It will be very helpful to receive additional feedback to improve this first draft once it has been posted on the wiki.
