So Carlton. Are discussions that generate other discussions, but they must be faced as a structural complex. It is true that one issues is our own struggle to inclusion and a more participatory model LACRALO. But as for all structural complex, there are issues and taking measures to be going simultaneously to enable the final structure is found to be adequate.
Another big topic, as seen in this "summary" sent, is the amount, complexity, and technical and political implications that we must consider.
I think the way we work, is the active participation in internal working groups LACRALO, and also in the other groups of ICANN. But so far I see a real initial enthusiasm and numerous entries in all these groups, but results in most cases are unsatisfactory.
Innovations needed should begin at home.
Perhaps the working groups should be small with programs defined scope and timelines, and fulfill.
Maybe take some work methodology.
Maybe we should just join us on those issues that really dominate.
Maybe work more despite dissent opinions.
Maybe sacrificing a few hours (a few hours ...) to achieve the objectives set.
Perhaps several perhaps more

The innovation to the future of ICANN and governance Inernet is in us, with what we do in and out of LACRALO for it.
Best Regards

Alberto Soto

The Strategy Group on Multi-Sectoral Innovation ICANN ³ n (MSI
Panel) < https://www.icann.org/en/about/planning/strategic-engagement/multistakeholder-innovation>
this is
course work to preserve a set of concrete proposals for the way the
Internet Corporacià ³ n for n ³ Assigning Names and numbers
(ICANN <http://www.icann.org/> )
could create prototypes of new institutional arrangements for the 21st century. The
The panel is working to identify ³ mo comfortable ICANN can open up to more overall s
Participation in governance functions. Specifically, the MSI Group is
responsible for:

 - Suggest new models of international implication ³ n, consensus-driven
FORMULATION ³ n of Policies & Institutional structures to support such enhanced
 functions, and
 - Project Processes, tools and platforms that enable the global ICANN
community to participate in these new forms of participatory decision-making.

To help answer this letter, the MSI Group threw a 'Idea
Generation n "or ideacià ³ n
platform <http://thegovlab.org/wiki/Ideation> , ± ado designed to brainstorm with
global public about comfortable ³ mo how ICANN will evolve could operate given
innovations
in governance <http://thegovlab.org/wiki/Main_Page> passing Trava © s of
world.

* We are now 3 weeks in this stage * n Generation of ideas - that take place online
Security: * thegovlab.ideascale.com <http://bit.ly/1dS9sLp> * - And We wanted
share with you what the Panel and GovLab has heard so far in relationship with ³ n
© qua tools, technologies, platforms and techniques tà © ICANN could learn from
or adapt to help design ± ar an innovative approach to the resolution of problems within
the domain name system in the future.

These initial ideas begin to paint a picture of the 21st century
coordinacià ³ n a n overall common good could involve shared. These brainstorming
all point to certain principles bà musicians provide the Panel finds
basis for n ³ institution to legally operate in the global pà º blico
© s interest today. These principles are:

 - * Opening * - Warranty of open channels, as well as very low or no
barriers to meaningful participation ³ n.
 - * Transparency * - pà º blico facilitate access to the information and
 data deliberation ³ n.
 - * Accessibility * - simple and readable Organizational Development
 communications.
 - * Inclusiveness and lack of domination ³ n * - Ensuring access to global
Participation and no one player, entity or interest © s dominates
 processes or outcomes.
 - * Disclaimer * - The creation of mechanisms for global pà º blico to check
 institutional power.
 - * Efficiency * - Improve decision making Trava © s of greater reliance
evidence and a focus on flexibility and agility.
 - * Efficiency * - Racionalizacià ³ n processes to best leverage,
 resources and human capital.

With these principles as musicians bà ³ n fabric line, the ideas we've heard so far
more or less fall into the following catagories:
The creation of new forms and more effective s Global Participation

* ICANN could. . . *

 - Leverage networking tools * Expert * (as VIVO <http://www.vivoweb.org/> )
proactively find experts working groups with the necessary know-how and
will decide what should be accomplished and comfortable ³ mo. This expandirÃa
the participation pool n s beyond more traditional suspects.
 - Use tools * open-minded rain (like IdeaScale <http://ideascale.com/> )
for people inside and outside the structures of existing ICANN to raise
issues and problems by topic online and to allow comment, vote and
 ranking of importance.
 - Make all projects subject to proofreading by n * open * pairs (as used in
FREE <http://liberatingresearch.org/> )
as a way to involve more people in the s ³ n verificacià of proposed solution ³ n and
³ n identification of possible outcomes and / or unintended consequences of ICANN
decisions on the global Internet community early on.
 - Use the drawing tools of collaboration n * (as a
wiki <http://www.wikipedia.org/> )
issue reports and develop final recommendations to the Board of ICANN

 - Create a policy of open data ** by ICANN to facilitate easy access,

 - Use by preference * vote to elect members of the Board of ICANN. This could
give people the opportunity to communicate a say s more extensive than is
 Trava © s possible for a single person, the system Voting Booth ³ n à º nica.

 -

Create an ICANN Research Research ³ n * arm * to serve as a cross-community resource in
to provide an objective investigation, based on evidence regarding the
politics / landscape tà © technician, legal, social, Econa ³ mica and politics in
ICANN operates and to help measure the impact and success of the à © ICANN

Introduction to the Education ³ n and resources to reduce barriers to the participation n

* ICANN could. . . *

 - Establish a Foundation ³ n * ICANN * to report to the public at large global
on emerging Internet governance, as well as issues and their impacts
 uses.
 - Establish an open course * in * n ³ Education Online of ICANN
platform <http://learn.icann.org/> around
multistakeholderism it means, how it works and its ability to remain
 Nimble as the Internet expands.

But these ideas are only the beginning. * What key © would work? How to Do you? * As we begin
rated and transform à © hese from disparate ideas into a constellation of
workable proposals, the Panel needs your help. The design ± or global,
participatory decision-making at Borders Trava © s global demands seem
entry.

Also © n we aim to ensure that people with concrete ideas know how
participate in this brainstorming <http://bit.ly/1dS9sLp> . While the site is
± ado designed to be easy to use - we understand the complexity of ICANN may deter
some. You do not have to! Any idea of \u200b\u200bmaking new decisions and innovative
processes and structures or examples are welcome. The platform is designed ± ada
collect and vet all sorts of ideas for innovation of government - either
constitutional, structural, legal, procedural or logical technologic.

If there are any additional obstacles for brainstorming, please hà I know ganoslo
at * icannmsipanel at thegovlab.org <icannmsipanel at thegovlab.org> *. We want
make sure we capture what works and what does not work as we try to be more ready to s
s more intelligent government in ICANN.
