 on the subject of Risk Framework DNS Administration, specifically the working group "Board" about it, permtanme comment as follows: 


 As some of you know this process is part of the ways in which ICANN estabsorbiendo the recommendations made by the SSR-RT (Stability, Security and Resilience of the DNS Review Team), I had the honor of presiding at the per period 2010 to 2012. The SSR-RT realizuna revision of compliance with ICANN's obligations in terms of stability, security and robustness / resilience of the global DNS as part of their agreements with the Department of Commerce U.S. government (AoC or Affirmation of Commitments). 


 One of the main recommendations of the SSR-RT was the creation of the framework of risk administration and its management at the highest level of the organization, namely the Board.In response to this recommendation, the Board creun working group with members of the Board itself and after some analysis hires a company to develop proposals for the construction of such a framework. We who are currently analysis is the resulting document of that consultant. 


 Also a group formparte analizlas best practices available for the management of IT ICANN in early 2013 and for this and other interactions am aware of the operaciny planeacin on issues of stability, security and robustness of DNS by ICANN. They are part of the same issue in new gTLDs collisions and community assessments of proposed gTLDs and other recent activities. 


 In my view the process that cares about its speed to ALAC estsiendo too fast but not too slow, and occurs at a "meta" level abstracciny distance from the reality of the administration No risk is too high, too far, too focused on process and not on risk and its management, and too exposed to undue Dilution of responsibilities.


 So I am against the recommendations ALAC estproponiendo draft and instead propose that we express in favor of an advance msrpido, and that ste lead to greater responsibility in the comprehension of the Board ny Gestin of risks to the DNS. 


 All this must occur without reducing the necessary opportunities for the participation of the community and in particular is necessary to recommend the resumption the results of the group called DSSA (group formed by the community for the identification of specific risks to DNS and operate parallel to SSR-RT, with good coordination between the two since estbamos at different abstraction levels and with complementary objectives and missions; Mikey O'Connor and I, and members of both groups work, we get instead of competition and a collision between the two groups were structured our work with a magnificent complementarity and collaboration).  I think also important for us to rule on this issue.


 Having ALAC ledo draft, I think deberamos support 
 declaration regarding the importance of having a framework for 
 Risk Management, but considering that the amplitude may not be 
 entirely beneficial, being seen by the different actors of different 
 ways and difficult to achieve consensus. Therefore support deberamos 
 ALAC request as much internal discussion ICANN staff, 
 as the different views of the community. 


 With regard to the estimate of the resources we need to evaluate the 
 recommendation to the ICANN staff examine in greater detail 
 The implications of resources and the initial implementacin 
 ongoing maintenance of the Risk Management framework especfica before 
 recommending to the ICANN Board whether it should be adopted. 


 I know that time is short, the report is 71 pages, in English with 8 
 annexes, and have 5 days, but speak out supporting deberamos 
 need for further deliberation before implementacin.
