Dear All,

I am always amazed at how 'complicated' our discussions can become and
really wonder if this is the way it always has to be. There are no
'subgroups' and/or 'subregions' We are supposed to be an organisation with
Latin American and Caribbean constituents and a mandate to protect their
participation, whether it is current or emerging, in the internet space.
It is hoped that we can quickly get to a place where the majority of our
work centers around that common objective.

Please remember that we were the first RALO and regrettably our behaviour
on occasion has not been stellar. The unfortunate results of our GA in
Costa Rica must serve as guidance and instruction so as to ensure that it
does not happen again.

In terms of my nomination for the LACRALO Secretariat, for general
information I have close to twenty years experience working with and
directing national and regional organisations whose primary mandate is the
continuous penetration of ICT and internet access to improve the
socioeconomic conditions of our people, and further strive to make them
effective digital citizens. I am also a consultant and business founder;  I
therefore understand the crucial need for processes to be efficient and
outputs to be responsive and relevant.

LACRALO represents the region where the participation in internet
activities is probably the least. We have an obligation to become the
organisation where policies emanate and are driven to address this
fundamental issue.
