 I have the pleasure to tell you that you create a new working group, the 
 which is dedicated to complete a task which I think is 
 fundamental to the future of the organization and to the benefit 
 for all. Personally I proposed this initiative in the meeting of Senegal, 
 but I could never achieve. It's high time. 


 The group will create a course by course &quot;for ALSes nivelatorio&quot; with 
 order to be able to provide those organizations wishing to 
 community at-large (LACRALO) and already accredited and 
 feel the need for more information, a source and a sound basis 
 basic knowledge that will enable them to cope with more 
 naturally within the community. The group will have a deadline for 
 finish the course content, which will be in July 2013.

 In turn I would propose to be Chair of this group to Diego Acosta 
 Bastidas of Ecuador, who will be collaborating with all his expertis with
