 Do not know if I can say, as I am not yet a member of any organization that integrates LACRALO. Either way, I should mention that I have been following the debate on this list from Toronto and it seems very appropriate the declaration made by Natalia and Fatima, because I share the view that the proposed strategy hinders the participation of stakeholders in our region (and in Africa), which makes the awareness about the issues addressed by the ICANN, while recognizing the operational difficulties of conducting meetings.

 In this statement we have considered the various comments made by some members of LACRALO on our list and also the declaration made by Tijani AFRALO.

 * LACRALO Statement on the Proposed Consolidation Strategy ICANN Meetings * 


 LACRALO understands the difficulties that the staff responsible for ICANN meetings is having to find suitable locations for global ICANN meetings in some regions, especially because the community has grown in recent times in size and scope. Appreciates the efforts to revise the current selection system.Considers however that is not the right time to do so considering that it is open a process of revision of the Framework of ICANN Geographic Regions where the criterion of division ICANN regions could be significantly modified depending on the outcome of this process. 


 Also, considering the speech of the new CEO of ICANN, Fadi Chehade in Toronto, one of the objectives of ICANN is focused on the internationalization of the organization. Therefore, the lack of equitable regional rotation proposal in this consolidation strategy attacking Meeting this goal would be central to the new management. 


 In the current system of selection of venues for regional rotation meetings equally respected as each approximately one and a half meetings are held in the region of Latin America and Caribbean. With the proposed consolidation strategy, regional meetings would be held every three years affected the equity in regional rotation, as members of the local community should wait longer to have a chance to personally participate in these meetings.This is a very long life cycle given that the mandates of the principal officers of our region have a duration of one to two years.

 We also consider it important to include other possible negative impact of the Proposed Consolidation Strategy Meetings and is referred to the ICANN Fellowship Program. One of the most important criteria and has been responsible for the success of this program is based on the geographical diversity of its participants and its proximity to the headquarters of the meetings. This has allowed the program has been enriched with participants from all regions of ICANN meetings participating equitably throughout his lifetime. With the consolidated proposal would affect the possibility of new scholars in the region of Latin America and the Caribbean are selected to participate in the program, having to wait three years to be able to be part of it and that ICANN meets the Outreach and empowerment that are part of their objectives.
