Thank you Carlton, it most certainly is. This is relevant to the ETNO
Proposal to the WCIT and at the same time there are multiple
interpretations to many of the red zones for instance.

Classic examples are jurisdictions where you have extremely low penetration
rates, that is teledensity, internet penetration etc due to having only one
provider often government run because no investor will want to go there due
to multiple reasons, namely, lack of having a tangible return on investment
on your CAPEX and taking 15 years to see RoIs as was reported in a recent
Alcatel Lucent/Bell Labs study. For these jurisdictions, it would mean that
they would prioritise certain traffic over others etc etc. There are no
easy answers but good for discussion nevertheless.

Access, availability and affordability remain challenges and countries are
slowlly trying to address it by building stronger and more diverse
backbones etc. What is interesting though was the proposal by the US FTC
for a USF on global submarine cables.
