Dear all
I have some concerns about the voting procedures that have been implemented
recently. We have had vote periods that are as short as THREE days. It is
difficult for people whose main job is not LACRALO to be able to respond in
these limited time frames, and I believe that these short election periods
are effectively disenfranchising some of our ALSes. This can be seen in the
low turnout for votes recently.

This is especially difficult given that it is holiday time and back to
school time in many countries, and people are not necessarily in office but
rather spending time with their families. I can testify to that, as  I was
away with my family for four days, and missed the call, execution and close
of one vote entirely. In less than a week!

Additionally, there was one vote recently that seemed very strange to me in
process.

The vote on Rule 8 was not quorate, so there was an extension. The voting
period was 3 days. The first extension was 2 days. A second extension was
called to allow the extension of the vote to be in line with the rules and
procedures of LACRALO (the same timeframe as the original vote) . The
result was announced  as the vote was quorate. Timeline is shown below:

What SHOULD have happened
- if vote was from 22-Aug to 25-Aug and then extended for 3 days, then
end of vote should be the 28-Aug 2012 23:59 UTC

We have also had complaints of voting credentials not being received. This
is not a new complaint. However, with longer voting periods, it is more
likely that there would be time for ALSes to 1) know that a vote is
underway; 2) Determine that the credentials have or have not been received
and 3) have valid credentials sent and 4) be able to cast their vote.

In at least 2 of the recent votes, ALS representatives have complained that
there was no time to follow the steps 1 to 4 above before the vote closed
and the results were announced.  They were disenfranchised.

Additionally, there has been at least one incident in which a candidate
sent thanks for the result to the list well before the results were posted.
This seems to indicate that there was some out of process communication
between the Secretariat and the candidate. I am not saying that anything
was untoward, but it is very important that democratic processes are
completely transparent and open, and, as the saying goes:

"Elections must not only BE free and fair, but must also be SEEN to be free
and fair."

That is not happening, and I'd like the LACRALO leadership to take the
reins of these processes firmly in hand sooner rather than later.
