Yes, the Secretariat is right... LACRALO was the first to sign the MoU - I
was particularly insistent on that when I was ALAC Chair and working to
have all the RALOs sign MoUs by the end of my term, which I did manage.
However, I'd like to note that the NARALO was the first RALO to bring
end-user concerns to ICANN via the first Issues Report requested by an AC,
PDP and Board-approved policy on Domain Tasting, a project  led by Alan
Greenberg.
If we are in a congratulatory mood, we should congratulate the RALOs that
have made concrete end-user contributions to ICANN policy, which, as we
should all keep in mind, is the reason that the RALOs were formed in the
first place.
I look forward to LACRALO achieving milestones that are truly effective
towards Global Internet policy, via ICANN Board Policy, and not simply be
self-congratulatory with regard to administrative internal regional issues.
There have been several policy initiatives which were submitted to LACRALO
 in the recent past for consideration, which LACRALO did not consider as a
group, but were accepted and approved by ALAC when re-submitted directly as
individual proposals for ALAC consideration. Unfortunately, the LACRALO
Reps were not present at the ALAC meeting in CR at which this vote was
taken.  I believe that the group statement on SSAC is an excellent starting
point, despite the narrow participation in developing such, and I look
forward to more and more inclusive group policy work.
As ALAC Chair in 2006-2007, I spent an inordinate amount of time trying to
get my region up and running first, and it has been extremely painful to
see the other RALOs pass us by and take the lead in policy work. I hope
that the creation of these WGs will lead, sooner, rather than later, to
LACRALO taking the leading position that I envisaged in 2005-2007 when I
spent hundreds of  hours working on its formation and implementation.
